Early morning on August 1st, 2009, Dominique Guidry was shot & killed at Crossroads Village Apartments in Nitro. Nitro PD Detective D. A. Scurlock has requested anyone with information on this murder to please contact with authorities. Shortly after 8pm, SAPD responded to a call of a car sitting on Park Street at 6th Avenue in traffic not moving. Officers arrived to find Jonathan Duff (18 yoa from St. Albans) unconscious. A female passenger was also unconscious.
Officers saw damage to the car that appeared to be consistent with having struck a chain link fence. SAPD had received an earlier call where a similar car had struck such a fence & left the scene (at the Love Lexus dealership).
Lt. D. C. Harris arrested Mr. Duff and charged with him DUI, Simple Possession, Leaving The Scene, No Proof if Insurance, and No Operators License. Mr. Duff's female passenger admitted that he was driving the car. Officers believe that both were huffing inhalants. Pills that Duff admitted were Oxycodone were found in Duff's pocket. Mr. Duff does not have a driver's license. He may also be out on bond for Transferring & Receiving Stolen Property.

Melissa Spencer plead guilty today to 2nd Degree Robbery. On July 1, 2008, at about 8:30pm, she went to Lewie's Gambling Parlor located in the 2800 block of MacCorkle Ave in St. Albans and held what looked like a real gun to the head of the clerk. She was accompanied by her then 7 year old son & 2 year old daughter. She was charged with 1st degree robbery & 2 counts of child endangerment. The latter 2 charges were dropped in exchange for the plea to 2nd degree robbery. She faces a penalty of 5 to 18 years in prison. For video of the incident, go here:

Earlier this afternoon, detectives from MDENT discovered a suspected meth lab at a residence in the 2700 block of Bard Avenue. Arrested were Matthew Utterback (30 yoa from St. Albans) and his girlfriend Rachel N. Haynes (28 yoa from St. Albans).
They are charged with the lab and for endangering their children. They are parents to an 8 year old girl and 2 year old boy. Some of the lab components were found in the 2 year old's room. Detectives report that one of the adults had been smoking meth today in that residence around the children.
Utterback & Haynes were taken to KC Magistrate Court for arraignment on the charges.

Information developed from Ptl. Marc Gilbert & Special Agent D. Cavender from the ATF, has implicated 3 area juveniles in the two break-ins to Ye Olde Gun Shoppe last week. All of the juveniles are about 15 years old.
Working from prior knowledge of criminal activity, the 3 juveniles were identified and approached. They were interviewed and statements were eventually taken with parents present. Unfortunately, only two of the guns have been recovered thus far.
Since the suspects are juvenile, there can be no federal charges filed, so Ptl. Gilbert will be obtaining Juvenile Petitions on the three. The investigation is still on-going.

For the 2nd night in a row, Ye Olde Gun Shoppe was broken into. Sometime between 2am & 4am, at least 2 persons broke into the gun shop and stole several more guns. Yesterday, 11 guns were taken in a B & E at that business. The number of guns taken last night are still being tallied.

 Alan Counts  Ricky Pantoja At about 11:30pm, SAPD received a call of a B & E in progress at Global Liquidation Centers at US 60 & Alameda Street. An employee sleeping inside the business heard the suspects trying to break in the back doors. He called 911 and SAPD responded. The suspects were still on scene as officers arrived on scene catching three of the four suspects as the started to run away. Two male adults and one male juvenile were caught and charged with Breaking & Entering. The fourth suspect, a male juvenile, was able to evade arrest. He was identified by the other 3 suspects. A petition will be obtained for him at a later time. The adults are: Ricky Joel Pantoja (19 yoa from St. Albans) Alan Counts (19 yoa from St. Albans) The juvenile arrested is 17 yoa and from St. Albans and was ordered to Tiger Morton by a Kan Co Magistrate pending a detention hearing. The 4th suspect is a teenager and lives in St. Albans as well. All four suspects live within 2 blocks of the business in the Ordinance Park area of St. Albans. Ptl. B. Tagayun is the arresting and investigating officer.

Sometime last night, 9 handguns and 2 shotguns were stolen in a breaking & entering in St. Albans. The business, Ye Olde Gun Shoppe, is located behind Tim Horton's on 3rd Avenue. The business is not currently open, but there were still some items inside.
There are no suspects at this time. It is believed that more than one person may be involved. Three items were found discarded in some bushes that were taken from the building. A shotgun, a rifle, and air pistol were found and returned to the owner.
A crime scene technician from the Kanawha Bureau of Investigation was called to the scene in an attempt to lift fingerprints.

 Kevin Webster turned himself in at SAPD just before 1pm today. Ptl. P. A. Bass had obtained warrants on Mr. Webster for Battery to Police Officer, Reckless Driving, Fleeing in Vehicle, Improper Registration, & No Proof of Insurance. Magistrate Kim Aaron set a bond of $7000 cash only. Mr. Webster was taken to the South Central Regional Jail after arraignment. Mr. Webster did tell officers to tell Ptl. Bass that he was sorry.

  PRESS RELEASE St. Albans Beat the Heat is pleased to announce that RC2, the makers of Johnny Lightning die cast collectible cars, will produce a series of Beat the Heat cars in 1/64 scale. The first three cars in the series will be released this winter and will include the St. Albans Police Beat the Heat Corvette. The miniature cars will be available at department stores, toy stores and hobby shops. On August 7 Sgt. Jim Butler took the St. Albans Beat the Heat Corvette to Dyersville, IA for the announcement of the upcoming replicas. The announcement was made during Lightning Fest, an annual collectors meet hosted by RC2. This year RC2 is also celebrating the 40th Anniversary of the Johnny Lightning line of collectible cars. Jim was joined in Dyersville by Officer Mark Phillips of The Colony, TX who also has a Beat the Heat car slated to be recreated in miniature. Jim and Mark displayed their Beat the Heat cars and talked to hundreds of young people and avid die cast car collectors. While in Iowa Jim and Mark met with Senior Design Manager for Johnny Lightning, Tom Zahorsky, who explained the intricate process of producing collectible miniatures as well as showing off several Johnny Lightning cars in various stages of development. Photos of Beat the Heat cars and packaging ideas were also on display. According to Tom, the first Beat the Heat car, Mark Phillips' Corvette, should be ready to ship in a couple of months. Future Beat the Heat cars, including the St. Albans Beat the Heat Corvette, will follow on about two month intervals. On August 17, 2009 at approximately 23:24 hours Ptl. P. A. Bass of SAPD stopped a car for running a stop sign near the intersection of Claremont Avenue and Spruce Street. Reserve Officer J. Anderson saw items that appeared to be methamphetamine-making materials (bottle of HEET, container of Coleman fuel, several mason jars full of liquid, a cooking stove)
The driver handed this officer a WV registration card and a Temporary registration card, but not a driver’s license or an insurance certificate. When he asked again for a driver’s license, the driver then began to pull on the gear shifter located in the center of the vehicle. Ptl. Bass instructed the driver to turn his vehicle off. The driver then revved up the engine. Ptl. Bass told the driver a second time to shut the vehicle off. The driver said “I’m trying, my brake is stuck". Ptl. Bass reached inside the car in an attempt to shut off the vehicle. The driver then put the car in drive and took off. Ptl. Bass was had his arm stuck inside the car for a few seconds, but he was able to work his arm free. The driver fled the scene in his vehicle traveling south on Spruce Street. Officers were unable to keep up with the suspect who also turned off his lights to evade arrest.
Ptl. Bass noticed the name on the registration card and looked at a booking photograph from Nitro Police Department. Both Ptl. Bass & Reserve Officer Anderson identified the male in the picture as the suspect driver, Kevin Webster.
The suspect, Kevin Webster, now has outstanding misdemeanor warrants for: 1) Battery on Police Officer 2) Fleeing in Vehicle 3) Reckless Driving 4) No Proof of Insurance 5) Improper Registration
The suspect was driving a 1995 Chev Cavalier displaying a WV registration of DJC-576.

St. Albans is a city in Kanawha County, West Virginia, United States, at the confluence of the Kanawha and Coal Rivers. The population was 11,567 at the 2000 census; according to Census Bureau estimates, it had fallen to 11,028 by 2006. St. Albans was laid out in 1816. Originally, it was known as Philippi, after Philip Thompson, an early settler, the name afterwards being changed to Coalsmouth due to its location at the mouth of the Coal River. The city was then incorporated as Kanawha City in 1868. The town was renamed 1872 by H.C. Parsons of the C & O Railroad in honor of his birthplace in St. Albans, Vermont. St. Alban is believed to have been the first British Christian martyr. It is the former location of the headquarters of the 111th Engineer Brigade.
